Please answer in context of the following information...
I am self-employed and investing for myself only. I use "Medical Savings Insurance" for my insurance policy. I live in California.
My expectations are:
- freedom of choice in investment tools (very important)
- top ROI potential...after accounting for investment tools, account fees, and the government's MSA contribution restrictions (very important)
- low hassle contributions/withdrawals (less important, but a factor)

After a certain minimum level of deposit is attained, Funds may be deposited in a mutual fund managed by Delaware Funds. The account that I generally use for illustration in the Delaware Funds group has a ten year average annual yield of 11.01%. Delaware Funds has 23 different funds available.
Minimum deposit required to open or add to a MSA at AHV is $30.00. AHV provides account holder with a VISA Debit Card drawing against the account, for ease of payment of allowable medical expenses.
Assuming you are an individual (that is, that you are not maintaining a family plan)tax year 2000 parameter is an aggregate calendar year deductible of $1,550, with a maximum allowable annual contribution to the MSA of $1,007.50. The maximum allowable contribution may be broken down to maximum allowable monthly contributions of $83.96 for each month the savings account is open during tax year 2000. Hence, for each month, you could deposit between $30.00 and $83.96 into the MSA and remain within IRS requirements for pretax contributions.
